SEATTLE _ Gov. Jay Inslee is expected to sign several measures Wednesday designed to help the Pacific Northwest’s endangered orcas. They include requiring more oil shipments to have tugboat escorts to prevent spills, allowing anglers to catch more walleye and bass that prey on young salmon, and giving state agencies the authority to ban toxic chemicals in consumer goods. OREGON-NONUNANIMOUS VERDICTS

PORTLAND, Ore. - In Oregon, a 10-2 jury vote is enough for a verdict, but the state’s outlier days may be numbered because of moves in the statehouse and the U.S. Supreme Court.
