Man’s death at residential facility investigated
WATERBURY, Vt. (AP) — Investigators say a residential facility where a man died during a heat wave violated two state regulations.
The Burlington Free Press reports that 67-year-old Steven Katz died July 3 at Kirby House in Waterbury. Investigators say due to mental illness, Katz often wore excessive layers of clothing and wouldn’t let others touch him. The state says while staffers encouraged him to remove layers, his care plan did not include specific intervention directions.
A state report says the facility violated regulations requiring it to write care plans for each resident and to maintain a safe, functional, sanitary, homelike and comfortable environment.
A Kirby House manager says the facility did everything it could to protect residents during the heat wave. The facility has put together a correction plan in response to the report.
