ST. PAUL, Minn. _Minnesota legislators were trying to wrap up the details of their big budget bills Monday as a midnight adjournment deadline approached, while haggling began for a special session to pass those packages and complete the state’s next two-year budget. XCEL ENERGY-COAL

MINNEAPOLIS _ Xcel Energy plans to retire its two remaining coal plants in the Upper Midwest by 2030, a decade earlier than scheduled. The Minneapolis-based utility also announced plans Monday to expand wind and solar, use cleaner natural gas and operate its carbon-free nuclear plant in Monticello, Minnesota, until at least 2040. ST. PAUL, Minn. _ Minnesota is a leader in what health care providers call “community paramedicine.” Specially trained paramedics are helping people take better care of themselves after they leave the hospital by assisting them in managing expensive chronic health conditions at home.
