Olmsted County Sheriff Steve Borchardt said the bodies found Friday were so decomposed investigators have been unable to determine even the race of the victims. Their heads were not found.

The sheriff said the child appeared to be between 3 and 6 years old. The age of the woman was not apparent.

The sheriff's office had no reports of anyone missing who might match the description of the victims. An autopsy was being performed Saturday.

The road crew found the bags a rural area _ earlier, they had been found earlier by a farmer who moved them so he could harvest his crops.

``It's not at all uncommon to find garbage parts in ditches ... so he just didn't look inside,'' Borchardt said.
