Ex-Uganda Soldier Detained Without Trial 4 Years Freed by President
KAMPALA, Uganda (AP) _ President Yoweri Museveni freed a former army major who was held for four years but was never tried, officials said Monday.
Fred K. Mpiso, described by human rights groups as a prisoner of conscience, was released Saturday by presidential pardon, officials said.
Mpiso, 31, was arrested in May 1986 and charged with being drunk and neglecting his duties. He challenged the charge and was freed but was rearrested on a charge of treason in December.
High Court Judge James H. Ntabgoba ordered Mpiso’s release a month ago after the military failed to present the prisoner in court as demanded by his wife. The army, however, ignored Ntabgoba’s order.
