Sycamore Planning Commission to revisit active adult community development
SYCAMORE – The Sycamore Planning Commission will revisit a proposed luxury townhome development for active adults age 55 and older off Mount Hunger Road during its meeting Monday night.
The commission will decide whether to allow developer Brian Grainger of Old Mill Park LLC to build 12 four-unit buildings on the southeast corner of Mount Hunger Road and North Main Street as part of the living community project. It also will hold a workshop to discuss Grainger wanting to build a continuation of the development, including 13 four-unit buildings and a clubhouse on more than 14 acres along North Main Street between Mount Hunger Road and Maplewood Drive.
City Manager Brian Gregory said the project up for consideration is similar to Somerset Farms, which recently was completed after Grainger took over the project several years ago. He said there no longer are any litigation-related issues – which included a total of $112,500 in taxes owed from 2008, 2009 and 2010 – that are preventing Grainger from moving forward with the proposed development.
“It’s my understanding that there were some back taxes that were owed by the previous owner, and that has been resolved, and now Mr. Grainger owns the property,” Gregory said.
The City Council approved in 2016 a conditional rezoning of about 8 acres on the property south of Mount Hunger Road. The request to rezone the property from highway business district to multifamily residential came from Grainger, who wants to build the 12 four-unit buildings on that land.
Grainger had the property under contract at the time the conditional rezoning was approved and needed to work out details, including closing on the property and a proposed land swap with the Sycamore Park District. Other details that needed to be worked out were documents related to the planned unit development, including a final plat, development plan and covenants for the development, according to the meeting’s agenda.
The approval initially was contingent on the closing and completion of the PUD process within six months. The City Council then extended the completion deadline to December to allow the developer time to work through the plan details.
Grainger did not respond to a request for comment Friday.
The meeting is scheduled for 7 p.m. Monday at the Sycamore Center, 308 W. State St.
