LILLEHAMMER, Norway (AP) _ Belarus and Austria secured their place in next year's A pool of the World Hockey Championships, finishing in the top two places of the relegation round.

Valdzimir Tsyplakov scored the winning goal to lead Belarus over Latvia 2-1 Tuesday night for first place in the relegation round. The Latvians finished ninth overall.

Austria beat Norway 3-0 to finish second in the qualification group and 10th overall.

Vasily Pankov opened the scoring for Belarus in the first period with a power-play goal at 13:35, and Tsyplakov made it 2-0 at 12:53 of the second.

Aigars Cipruss scored against Carolina Hurricanes goaltender Arturs Irbe at 15:27 of the third.

Dominic Lavoie, Norm Krumpschmid and Matthias Trattnig scored for Austria.

In Wednesday's semifinals, Sweden plays Finland and the Czech Republic plays Canada.
