JERUSALEM (AP) _ Israeli soldiers used bad judgment in refusing to allow a Palestinian car carrying a woman in labor through a roadblock last week, the army said today.

The woman gave birth in the car, and the baby died shortly afterwards at a hospital in the West Bank town of Hebron.

An army statement said the soldiers ``displayed mistaken judgment'' in blocking the car. Hebron was sealed off by Israeli troops at the time, following the killing of a Jewish settler there, apparently by a Palestinian.

In its statement, the army said its investigation showed that the soldiers at the roadblock failed to determine that this was a medical emergency. Israeli army regulations require soldiers to allow Palestinian cars to pass through roadblocks for medical emergencies or in humanitarian cases.

At the same time, the army said it could not determine for sure that the delay at the roadblock led to the death of the newborn.
