Woman arrested in Council Bluffs on attempted murder charge

COUNCIL BLUFFS, Iowa (AP) — Authorities have charged a Council Bluffs woman with attempted murder after she was accused of shooting another woman in the head.

Council Bluffs police said they arrested 38-year-old Jessica Ann Elvins on Thursday after they were summoned to a home shortly after 6 p.m.

Another woman, 56-year-old Tammy L. Smart, identified Elvins as the woman who shot her in the head before she was placed on life support for a bullet lodged in her brain.

Authorities say detectives questioned three other people who were inside the home at the time and released them.
