ISLAMORADA, Fla. (AP) — Investigators say a man accused of crashing into a rental car and killing four Spanish tourists won't be going to jail.

Instead officials in the Florida Keys have decided to send Carlos Manso Blanco to traffic school and suspend his driver's license for six months. Monroe County Assistant State Attorney Gail Connolly called the crash "horrific" but said on Tuesday that there wasn't enough evidence to show it was anything more than a tragic accident.

Investigators say blood alcohol tests show he was not under the influence of drugs or alcohol when the crash occurred on March 5. Also, there was no evidence that he was either texting while driving or swerving.

But Miami lawyer Carlos Silva said investigators didn't pull phone records. He's representing the victims' families.
