Getting to know your Fifth Ward candidates

Two candidates are running in the Nov. 6 general election for the Ludington City Council Fifth Ward seat. Angela Serna is vying for the position against the incumbent Fifth Ward councilor, Wally Cain.


Angela Serna was “born and raised in Ludington.” She’s been living in the city her whole life, and she’s lived in the Fifth Ward since 2004.

Serna has been married to her husband for 15 years, and they have a 12-year-old son together.

Serna has worked as a registered nurse for Mercy Health since May 2017. Before that, she worked for five years as a nurse for Oakview Medical Care Facility. She’s also been a volunteer for the Leeward Initiative, Great Start Parent Coalition, and events such as Run Ludington, the Petunia Parade, Suds on the Shore and Brrrewfest.

She said a big reason she wants to be on the city council is to help improve communication between the city government and residents.

“It seems like a lot of people in the community feel like their voice isn’t being heard, and there’s a lack of communication between the residents and members of the city and city council,” Serna said. “I know there’s things that can be done to change that, and I think in order to change that, we need to change who’s sitting on city council right now.”


Cain has been Fifth Ward councilor since June 2017. He was appointed to the position by the city council after Nick Tykoski resigned six months into his term. Cain said he loves being on the council.

“I live, work and play in Ludington,” he said. “I want to be involved and help the city. I listen. I work hard. I’m very detailed. I’ve been given a great opportunity.”

Cain has been living in the Fifth Ward for nine years, ever since he moved to Ludington. He grew up in Philadelphia, and he has lived in Grass Lake as well as Massachusetts and Switzerland.

“I grew up in the big city. I lived and worked in Europe for five years. Now I want to live, work and retire here in Ludington,” he said. “I want to bring a different perspective.”

When he first moved to Ludington, Cain didn’t have a job, he said. He is now the IT director for FloraCraft. He also volunteers as a block captain in the Petunia Parade. Cain has an adult daughter, who lives in Ludington, and an adult son, who lives in Georgia. Cain also got married in May.

Cain is currently on two standing committees: Personnel, Rules and Resolutions, and Building and Licenses. He said he enjoys seeing how government runs and helping oversee its operations. He meets with Interim City Manager Steve Brock on mornings before city council meetings to ask questions and to better understand what the
