BISMARCK, N.D. _ Officials on an impoverished American Indian reservation in southern South Dakota are scrambling to prepare for this week’s “bomb cyclone” storm even as they begin recovery from the last one, just a month ago. The second storm bearing down on the region in a matter of weeks is expected to drop heavy snow and rain that will raise rivers across the region and bring the specter of renewed flooding. PRISON MISTAKE _ Nebraska prison officials say a staff member was attacked by an inmate temporarily freed when a cell door was mistakenly opened.
