Goals of the military campaign in Afghanistan as outlined Sunday by Defense Secretary Donald H. Rumsfeld:

_Acquiring intelligence that will assist planning for future attacks against Osama bin Laden’s al-Qaida terrorist network and Afghanistan’s Taliban rulers.

_Changing ``the military balance over time″ by denying to the Taliban the weapons they now use in fighting various opposition forces, including the northern alliance and tribes in southern Afghanistan.

_Developing relationships with groups in Afghanistan that oppose the Taliban and al-Qaida. Rumsfeld did not name any, but they could include the northern alliance rebels fighting the ruling militia, other Taliban opponents and factions within the Taliban itself.

_Making it more difficult for al-Qaida to use Afghanistan freely as a base of operation.

_Making clear to the Taliban leaders and their supporters that ``harboring terrorists is unacceptable and carries a price.″

_Providing humanitarian relief to Afghans suffering under the Taliban.
