Ed Schweizer: Determining who gets to vote
Editor: In 1962 there was a national referendum in France. The people were asked to vote for or against Charles de Gaulle. I escorted my French girlfriend to the polls in her small village in Alsace. After she voted for her hero, the Gendarme in charge offered me a ballot. I explained that I was American Military and not a citizen of France. He told me it didn’t matter as long as I voted for Le Grand Charles. Holy cow! I just realized that Gendarme was a Democrat!
