SIOUX FALLS, S.D. — Campaigns running races from governor to ballot questions will seek to start turning out their voters Friday when absentee balloting begins in South Dakota. Republican congressional candidate Dusty Johnson’s campaign will be targeting early voters with email and on social media, while GOP governor candidate Kristi Noem’s campaign promises a “robust” turnout operation encouraging people not to wait until the last minute. OIL PIPELINE-ETP LAWSUIT

BISMARCK, N.D. — The company that built the Dakota Access oil pipeline says the Greenpeace environmental group should be held legally accountable for violating federal racketeering laws in three different ways. Attorneys for Texas-based Energy Transfer Partners are arguing against Greenpeace’s request that a federal judge dismiss the group from a lawsuit the company filed under the Racketeer Influenced and Corrupt Organizations Act.
