Bill would establish Guam Veterans Court
HAGATNA, Guam (AP) — A special court allowing for the judicial intervention for veteran defendants in need of substance abuse treatment, mental health of other treatment would be established under a bill introduced in Guam.
Sen. Frank Aguon introduced the Justice for Veterans Act 2013 bill Tuesday.
Pacific Daily News reports (http://is.gd/7zFNOG) the Guam Veterans Court would be for eligible veterans or active duty military members being tried in the criminal justice system on felony or misdemeanor charges.
Aguon says active, Reserve or National Guard service members may suffer from post-traumatic stress disorder, brain injuries, depression or substance abuse problems. He says there is a critical need for the justice system to recognize their service while also providing accountability for any wrongdoing and offering treatment.
Those charged with crimes of violence wouldn’t be eligible.
