Cops: Former Penn Township couple accused of animal cruelty after abandoning dog

Police have accused a former Penn Township couple who was evicted from their apartment this month with animal cruelty after they allegedly left their dog in a cage when they moved to Allegheny County.

Township police charged Jason M. Cooksey, 42, and Tammy L. Casteel, 43, of Turtle Creek with cruelty to animals and neglect of an animal after the couple’s former neighbors complained that the couple left their dog unattended for more than 24 hours without food and water when they moved out of their former apartment on Berlin Road July 12.

Officer Jacob Seefeld alleges in an affidavit of probable cause filed before Harrison City District Judge Helen Kistler that the landlord and neighbors discovered the three-year-old dog in an unclean cage without food and water on July 14 after the couple was evicted from the apartment. Seefeld reported that the dog appeared to be malnourished.

Police said the dog is now in the care of a foster family.

The couple was charged via mailed summons and a preliminary hearing is scheduled Aug. 14.
