WINSTON-SALEM (AP) _ Kermit Buggs threw a 25-yard touchdown pass with three seconds left and then scored the 2-point conversion as Norfolk State rallied from a 27-point deficit to tie Winston-Salem State 54-54 Saturday.
Down 47-20 in the fourth quarter, Norfolk State (2-3-1 overall, 1-3-1 CIAA) scored on two touchdown passes, a fumble return for a touchdown and a long run to pull within 54-46 with 4:20 to play.
Buggs then drove the Spartans 61 yards in 41 seconds before his late-game heroics.
The NCAA does not keep records for highest-scoring tie games in Division II, but this game had more points than the highest-scoring tie game in Division I history - a 52-52 deadlock between Brigham Young and San Diego State on Nov. 16, 1991.
Winston-Salem State quarterback Rovell McMillian threw for a school-record six touchdowns. Oronde Gadsden set a school record and tied a CIAA record with five touchdown catches.
The Rams’ Rich Huntley rushed for a school-record 305 yards on 45 carries.
Among the stars for Norfolk State were James Whitley, who caught two touchdown passes, and Brian Rountree, who returned a kickoff 93 yards for a score.
