Texas Gov. George W. Bush, the Republican presidential candidate, congratulated Vicente Fox, the victor in Mexico's presidential election who broke the governing party's 71-year hold on the country's leadership.

``I think what it indicates is how far reform has come in Mexico,'' Bush said Monday. ``Obviously, there needs to be legal reform in Mexico. Mexico's got to do a better job of arresting folks who break the law, but on political reform they made great progress.''

Bush said he planned to telephone his congratulations to Fox.

Democratic presidential contender and Vice President Al Gore also praised Fox.

``I wish him well. I compliment the people of Mexico on an election that was apparently a model election in many ways,'' Gore said.
