RAPID CITY, S.D. — A little-known taxpayer-backed fund has been awarding millions of dollars to Rapid City-area companies since 2006 in the name of economic development. The Opportunity Capture Fund has provided millions to small businesses, but it’s also given out smaller grants that have made the difference between a success story or a shuttered storefront.
