Snow Back on Radar for Lowell DPW
LOWELL -- Ralph Snow is returning to the snow.
The city’s former Department of Public Works commissioner is moving from Florida back to the Lowell-area to reclaim his position as commissioner.
He was the commissioner from 2010 to 2016 before Tom Bellegarde took over. Snow has since served as the senior vice president of a construction company in Florida. Now it’s back to the wintry weather for Snow, who’s expected to start in early February.
His experience and familiarity with Lowell set him apart from the other eight applicants, City Manager Eileen Donoghue said Thursday.
“He enjoyed his time here, and he looks forward to coming back to the area,” Donoghue said about Snow.
“His background, education and experience will come in very handy,” she later added, discussing the department’s priorities.
One of nine applicants, Snow’s salary reportedly will be $130,000.
He comes from an engineering background, and served in the Navy as a civil engineer corps officer. He later worked for Watermark in Lowell, overseeing contracts with the federal government.
After his tenure as DPW commissioner, he joined Florida’s BCPeabody as senior vice president, supervising federal and municipal construction contracts.
He’s replacing James Donison in Lowell, who left the post less than a year after he started.
Snow could not be immediately reached for comment on Thursday.
The city manager said the department has several priorities, including all the needs in school and municipal buildings, such as major HVAC problems.
Snow will also be focusing on street projects coming on line, as well as the city’s numerous parks.
Donoghue credited the interim commissioner, City Engineer Christine Clancy, for doing an “awesome job” during the transition. Donoghue also praised the interim superintendent of parks, Deputy Commissioner of Streets Stephen Benoit, for doing a “really great job.”
February will most likely be a busy snowstorm month, so snow should keep Snow busy from day one.
