ELECTION 2018-BALLOT QUESTIONS_SOUTH DAKOTA

SIOUX FALLS, S.D. — South Dakota appears to be the first state in the nation to ban money from outside its borders in ballot question races. Voters approved the measure and another seeking to simplify constitutional amendments, but critics say the new rules will make the ballot question system less transparent and more litigious. The measures’ sponsor says people who don’t live in South Dakota don’t have a right to participate in the state’s citizen initiative process. By James Nord. UPCOMING: 500 words by 4 p.m.
