SIOUX FALLS, S.D. — A former nonprofit official accused of changing contracts to avoid a state audit and scrutiny over his spending is going to trial. Stacy Phelps is the second defendant to go to trial in the GEAR UP case, which was sparked when a former colleague of Phelps’, Scott Westerhuis, shot his wife and four children, then set fire to their house and killed himself in 2015. SIOUX FALLS, S.D. — A federal judge has dismissed a lawsuit filed by two American Indian tribes over the federal government’s reorganization of the Bureau of Indian Education. The Cheyenne River Sioux Tribe and the Rosebud Sioux Tribe argued that the Department of Interior failed to properly consult with them about the reorganization as required by federal law and that the decision violates the 1868 Fort Laramie Treaty.
