WASHINGTON (AP) _ President Bush on Wednesday selected Richard Thomas Crowder, an executive with the Pillsbury Company, to be under secretary of agriculture for international affairs.

He would succeed Daniel G. Amstutz in the No. 3 post in the agency.

Crowder most recently has been been president of the Distron Division of Pillsbury, which oversees the Burger King Corp.

Bush also announced three top-level Commerce Department selections: Thomas J. Collamore as assistant secretary for administration; William Douglas Fritts Jr. as assistant secretary for congressional affairs; and Deborah Wince-Smith as assistant secretary for technology policy.
