DUI

Illinois State Police District 21 arrested Tena L. Stipp, 46, of Kankakee, for driving under the influence of alcohol and driving under the influence of alcohol with a .08 or greater BAC on Dec. 16. According to a release, a trooper observed a vehicle traveling above the posted speed limit on Hobbie Avenue at Brookmont Boulevard in Kankakee at approximately 2:20 a.m. The trooper stopped the vehicle and a search revealed cocaine. A judge released her on a $3,000 recognizance bond.

Illinois State Police District 21 arrested Pete E. Rogers, 26, of Champaign, for driving under the influence of alcohol on Dec. 9. According to a release, a trooper on patrol in Kankakee County at approximately 2:34 a.m. observed a vehicle fail to stop at the stop sign on Schuyler Avenue at Court Street. The trooper then observed the vehicle traveling at a high rate of speed and all over the roadway on Court Street. Rogers was issued tickets for speeding, improper lane usage, disobeying a traffic control device, operating and uninsured motor vehicle and failure to notify the Secretary of State of address change.

Illinois State Police District 21 arrested Miguel Guadarrama Jr., 26, of Kankakee, for driving under the influence of alcohol on Dec. 8. According to a release, a trooper was dispatched at approximately 4:45 a.m. to a crash on Interstate 57 southbound at mile marker 321 in Kankakee County. The drivers of both vehicles were transported to Presence St. Mary’s Hospital with injuries. The trooper spoke with Guadarrama, who showed signs of alcohol impairment. Guadarrama was issued a ticket for failure to reduce speed to avoid an accident and operating an uninsured motor vehicle.

Illinois State Police District 21 arrested Scotty L. Willis, 44, of Kankakee, for driving under the influence of alcohol on Dec. 8. According to a release, a trooper was dispatched at approximately 2:39 a.m. to a single-vehicle crash on Interstate 57 northbound at mile marker 322 in Kankakee County. The trooper arrived on scene and spoke with the driver, Willis. Willis showed signs of alcohol impairment. Willis was issued tickets for failure to reduce speed to avoid and accident, improper lane usage and operating an uninsured motor vehicle.

Illinois State Police District 21 arrested Justin R. Davidson, 30, of Kankakee, for driving under the influence of alcohol on Dec. 8. According to a release, a trooper on patrol in Kankakee County at approximately 12:45 a.m. observed a vehicle traveling at a high rate of speed and traveling all over the roadway on Illinois Route 50 at Mulligan Drive in Bradley. The trooper stopped the vehicle and spoke with the driver, Davidson. Davidson showed signs of alcohol impairment. Davidson was issued tickets for speeding, improper lane usage and operating an uninsured motor vehicle.

Fleeing and eluding

Illinois State Police District 21 arrested Patrick J. Mulligan, 43, of Ashkum, for fleeing and eluding a police officer on Dec. 12. According to a release, a trooper was on patrol at 10:58 p.m. on Dec. 11 in Iroquois County and observed a vehicle traveling at a high rate of speed (116 mph in a 70 mph zone) on Interstate 57 northbound at mile marker 291. The trooper attempted to stop the vehicle, but the vehicle exited I-57 at the Ashkum exit and continued traveling at a high rate of speed. It was later discovered that the driver of the vehicle was Mulligan. The trooper went to Mulligan’s home where he was placed under arrest. Mulligan was issued tickets for speeding 35-plus mph over the speed limit and driving while license revoked.

Illinois State Police District 21 arrested Reginald C. Jarrett, 43, of Momence, for fleeing and eluding a police officer on Dec. 8. According to a release, a trooper on patrol in Kankakee County at approximately 6:09 p.m. observed a vehicle traveling at a high rate of speed (100 mph in a 55 mph zone) on Illinois Route 17 at 1500N Road. The trooper attempted to stop the vehicle, but the vehicle continued traveling at a high rate of speed and passing other vehicles. The vehicle then failed to stop at the stop sign at Illinois Route 114 and Locust Street in Momence. The vehicle, driven by Jarrett, struck another vehicle. Jarrett was issued tickets for reckless driving, speeding, improper lane usage, disobeying a stop sign, driving while license suspended, operating an uninsured motor vehicle and failure to reduce speed to avoid an accident.

Fraud

Illinois State Police District 21 arrested Debraun L. Lewis-Mayo, 21, of Jackson, Tenn., for possession of counterfeit credit cards and possession of counterfeit equipment on Dec. 6. According to a release, a trooper on patrol in Kankakee County at approximately 9:46 p.m., observed a vehicle at a high rate of speed on Interstate 57. The trooper stopped the vehicle and spoke with the occupants. The trooper smelled the odor of cannabis coming from inside the vehicle. A subsequent search of the vehicle revealed counterfeit credit cards and equipment. A judge set his bond at $500,000.

Weapons

Bradley police arrested Blaise J. Messino, 35, of St. Anne, for possession of a weapon by a felon and aggravated unlawful use of weapon on Dec. 18. According to a prosecutor, an officer was dispatched to a business in the 1300 of Locke Drive in Bradley about a person in a truck parked in the parking lot. The vehicle’s registration was expired and Messino was driving while suspended. A search recovered a loaded handgun, ammunition, a stun gun and less than five grams of methamphetamine. A judge set Messino’s bond at $100,000.

Kankakee police arrested Corey Q. Felton, 20, of Kankakee, for aggravated use of a weapon on Dec. 17. According to a report, an officer on patrol stopped and talked to four occupants in a vehicle parked in the 900 block of West Charles Street. The officer smelled the odor of raw cannabis coming from the car. While searching the car, the officer found a loaded firearm under the front seat. A prosecutor said Felton was the the driver. A judge set Felton’s bond at $25,000.

Illinois State Police District 21 arrested Arthur L. Hudson, 47, of Milwaukee, for possession of a weapon by a felon, forgery and obstructing justice on Dec. 9. According to a release, a trooper on patrol in Kankakee County at approximately 4:21 p.m. observed a vehicle traveling in the left lane on Interstate 57 northbound at mile marker 314. The vehicle was not attempting to pass a vehicle in the right lane and never attempted to move into the right lane. The trooper stopped the vehicle and spoke with the driver, Hudson. A firearm was found during a search of the vehicle. Hudson was issued tickets for unlawful use of driver’s license and driving while license suspended.
