Expense Policies Adjusted for Council Members
Slight changes were made to how Broomfield council members can spend annual allowances for training, travel and community relations and how they report it to the public.
Revisions to Broomfield’s Expense Policy for Elected Officials include combining two sections — training/travel and community relations expenses — into one pot and including the option for mayor or council to give a verbal report. A combined report can be given if multiple elected officials attended the same event.
It also changed wording of “spouse” to “invited guest” in reference to bringing someone along to an event.
In a November study session, council reviewed its expense policy, including debates on whether council members should be compensated for personal cell phones they use on the job and for child care when required to attend meetings. Those items did not receive enough support to be added to the resolution approved by council last week.
Each year, the mayor is allocated $10,000 for training and travel and $1,000 for community-relations expenses. Each council member is allocated $6,000 for training and travel and $500 for community-relations expenses.
After attending a training or travel event, each elected official is expected to provide a written report to the City and County Manager’s Office so it can be posted to the city website. The resolution would make it possible to give a verbal report instead.
Under the current policy, council members cannot “share” balances in their accounts with another council member, if another is short on funds.
At a February study session, it was suggested that the two budgets be combined.
The current policy excludes parking and mileage reimbursement for community relations events. At the Nov. 20 focus session, the majority of council members agreed that typical travel distances are not far.
In 2008, council adopted the expense policy to prevent unnecessary spending by elected officials.
