DALLAS (AP) _ Discussions have begun among NFL owners to set up an international division that will oversee all foreign marketing, exhibition games and World League play.

NFL president Neil Austrian said the creation of the international division would be discussed further in league meetings in Chicago on Oct. 26.

''While we realize the delay probably prevents us from starting a European league next spring,'' Austrian said, ''we believe it is important that we fully analyze all our options before finalizing our international business plan.''
