City council to vote on contract renewal for magistrate

BULLHEAD CITY — Bullhead City Council members will meet at 4:30 p.m. Tuesday in executive session today to consider renewing the contract for the city magistrate.

Executive sessions are not open to the public. No legal action will be taken at the meeting.

Members will reconvene at 5:30 p.m. in regular session at the City Council Chamber, 1255 Marina Blvd., to vote on the new employment agreement with Judge Peter Psareas to serve as city magistrate beginning Nov. 1. Psareas was appointed city magistrate in 2012 and was reappointed in 2014 and 2016. His current contract expires Oct. 31.

The proposed new employment agreement will include either a two- or three-year term at an annual salary beginning at $130,721.60.

Members will consider taking possible action to accept a street right of way on North Oatman Road from Housing for Hope Inc., an Arizona registered nonprofit corporation.

As part of its development of the homeless shelter, Catholic Charities identified the need for additional right-of-way along North Oatman Road. Housing for Hope Inc. is granting and conveying for $10 to the public the right of way for public roads, utilities and all other municipally authorized purposes.

The shelter will have the capacity to house 20 single men or women, provide meals and offer job and volunteer opportunities, as well as provide emergency shelter for three families at a time. Construction of the shelter could begin in the middle to late fall this year and be in operation in the first quarter of 2019.

In his City Manager’s report, Toby Cotter will provide council members with a construction update of Laughlin Ranch Boulevard.

Staff also is requesting council members take action to approve the $61,602.71 agreement with TLL Electric Inc., of Mesa, to install new street lights at Laughlin Ranch Boulevard.

Members possibly will take action to recommend to the Arizona Department of Revenue that it approve the application for a Class B bingo license submitted by the Riverview RV Resort Owners Association, 2000 Ramar Road.

City Council members will issue a proclamation declaring Saturday, Sept. 15, as Recovery in the Park Celebration Day in Bullhead City.
