SIOUX FALLS, S.D. — A former nonprofit official accused of changing contracts to avoid a state audit and scrutiny over his spending is going to trial on Wednesday. Stacy Phelps is the second and final defendant to head to trial in the GEAR UP case, which was sparked when a former colleague of Phelps’, Scott Westerhuis, shot his wife and four children, then set fire to their house and killed himself in 2015. SIOUX FALLS, S.D. — A federal judge has dismissed a lawsuit filed by two American Indian tribes over the federal government’s reorganization of the Bureau of Indian Education. The Cheyenne River Sioux Tribe and the Rosebud Sioux Tribe argued that the Department of Interior failed to properly consult with them about the reorganization as required by federal law and that the decision violates the 1868 Fort Laramie Treaty. MINNEAPOLIS — The Minnesota Twins have fired Paul Molitor, one season after he won the American League Manager of the Year award. Molitor has been offered another position within the organization. In four seasons under Molitor, the Twins went 305-343 with one appearance in the playoffs in 2017.
