8th Congressional District Race

The 8th Congressional District race pits incumbent Democrat Matt Cartwright against Republican former Wall Street banker John Chrin.

The seat includes all of Lackawanna, Wayne and Pike counties, roughly the eastern half of Luzerne County and part of Monroe County.

Both Cartwright, 57, of Moosic, and Chrin, 55, of Barrett Twp., Monroe County, oppose cutting Social Security benefits or cost-of-living adjustments and privatization. They also both favor building a wall on the Mexico border.

Chrin, however, wants better electronic verification of visa entries and exits at airports and ports to stop foreign visitors from overstaying. He also thinks a 13-year pathway to citizenship for illegal immigrants sounds reasonable if it matches the legal immigrant process. Cartwright, a House member since 2013 and House Appropriations Committee member since September 2014, also wants penalties for illegal immigrants as part of a lengthy pathway to citizenship and an electronic system to regulate visa overstays.

They differ on other issues:

Cartwright favors increasing Social Security benefits by an average of 2 percent and indexing cost-of-living adjustments to elderly consumer spending, increasing the Social Security payroll tax from 6.2 percent to 7.4 percent over 23 years and applying the tax to all income except between $128,400 and $400,000. He also favors the Affordable Care Act, but wants revisions to expand coverage to more people, to allow 50- to 64-year-olds to buy into Medicare and Medicare to negotiate prescription drug prices.

Chrin advocates getting more people paying into the Social Security system and eliminating fraud to save the program. On Medicare, Chrin advocates eliminating health care system inefficiencies, increasing competition to drive down prices and uniformly digitizing medical records to better track costs and care. Chrin opposes a Medicare-for-all, single-payer health-care system.

The 8th district includes all of Lackawanna, Wayne and Pike counties, most of Luzerne County and part of Monroe County.

The annual salary for a congressman is $174,000; the term is two years.
