Norfolk Police arrest man found passed out

NORFOLK - Norfolk Police arrested a man after he refused to cooperate Friday night.

According to Captain Mike Bauer, Norfolk Rescue and Norfolk Police were called to 100 block of South 7th Street for a man passed out on the terrace.

He was identified as 33-year-old Robert Barrows, and his wife was located and tried to assist officers and rescue personnel.

Officers recruited the help of an Uber driver to get Barrows home.

As officers were assisting Barrows to the Uber car, he refused to proceed and started to swing his arms, twisting his body, and yelling at the officers and rescue personnel.

As Barrows continued to refuse assistance, officers placed him under arrest. He continued to resist and assaulted the officers.

Barrows was arrested for disturbing the peace, resisting arrest, and assault on a police officer.

He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
