Norfolk man arrested for huffing, child abuse
A two-year-old child was found in the back seat of a man’s vehicle Sunday afternoon after he was observed slumped forward in the driver’s seat.
Capt. Don Miller with the Norfolk Police Division said officers and rescue personnel were dispatched at about 12:45 p.m. to the vehicle, which was facing the wrong direction in the traffic lane in the 1900 block of Center Drive.
As the first responders assessed the situation, the driver began to regain consciousness, Miller said.
The driver was identified as Wilfredo Lara, 23, of Norfolk.
A police officer found an air duster can in Lara’s pocket and spoke to a witness who said they saw Lara huffing from an air can right before passing out and stopping the car, Miller said.
A records check also showed a warrant for Lara’s arrest and that he had a suspended driver’s license.
Lara was arrested for driving under the influence of drugs with a passenger under 16, driving under suspension, inhaling an intoxicating substance, a Madison County arrest warrant, a Lancaster County arrest warrant and child abuse.
The child was placed with her mother, Miller said.
Lara was booked into the Norfolk City Jail and later transported to the Madison County Jail.
