10/16/18: Four-hour tests have phased in start times based on poll closing. The scheduled start time of results for Pennsylvania in the four-hour test is 12:35 p.m. Eastern.

10/16/18: Reports for U.S. Senate now have the class designation included in the report. The U.S. Senate class designation reflects the year the seat is up for re-election. 2018 is Class I, 2020 will be Class 2, and 2022 will be Class 3.

10/16/18: Corrects spelling of Mary Hooper, candidate in 162nd State House district.

10/16/18: Removes Robert Cunningham from list of candidates for 82nd State House district.

10/16/18: Adds “Jr.” to Michael Doyle Jr. in 170th State House District and to Stewart Greenleaf Jr. in 12th Senate District to avoid confusion over otherwise identically named politicians.

ELECTION PROFILE:

Pennsylvania voters will choose a governor, a U.S. Senator and, in 17 out of 18 districts, a representative to their new district in the U.S. House of Representatives. (District 18 is uncontested.) A court-ordered redrawing of the congressional map put many of the House seats in play. Three congressmen left office early and another, Rep. Lou Barletta, became the GOP candidate for the U.S. Senate seat. There also will be two special general elections to fill unexpired U.S. House terms in the old districts 7 and 15.

ANOMALIES:

Precinct figures have been obtained from each county’s election official. Countywide totals on the state website might differ slightly from the figures that AP reports, due to differences in the way split precincts are treated by the state tabulation system.

Although a small portion of Chester County lies in the 5th Congressional District, no votes will be reported in this race on election night because there are no voters residing in those Census blocks.

The special general elections in U.S. House Districts 7 and 15 are being held to fill the unexpired terms in the districts under the old congressional map. The winners of those races will be sworn in as members of the 2017-18 Congress but their terms will expire at the swearing-in of the 2019-20 Congress.

Michael Doyle is running unopposed for the U.S. House District 18. He defeated a challenger in the Democratic primary last May and no one from the GOP ran in that primary.

This advisory will be updated throughout the testing period.

Zeros will be transmitted after testing on the eve of the election.

Race calls: AP will make race calls on election night unless a race is too close to call. Race calls will be made during testing, except on the day of the final test.

Races, candidates and precincts are considered final.

Uncontested races: AP does not tabulate uncontested races. A list of races, PA-Uncontested, will move to premium service subscribers at ftp://electionsonline.ap.org/PA/anpa/ and to state news and broadcast services after the last polls close.

Winners: AP will move a list of unofficial winners at the end of tabulation and during each test, except on the final day of testing. A list of winners, PA-Winners will move to premium services at ftp://electionsonline.ap.org/PA/anpa/.

End of tabulation: AP will advise when its election night tabulation of results has concluded, generally before 6 p.m. local time the day after the election.

TESTING BASICS:

Test results are created electronically to test the accuracy of the election night reporting system and do not reflect an expectation of election results. They should not be broadcast, published, replicated or posted on websites.

It is vital to read weekly advisories during testing. Advisories move to news service advisory queues. Advisories note updates to candidates, races and precincts, along with the date when updates will appear. Changes may be made up to Election Day.

AP advises capture of each test during the testing period and particularly during the final test on the day before the election to ensure readiness to take results on Election Day.

Report frequency in testing may not reflect the actual election night schedule. As example, county tables for contested U.S. House races move to Member Choice subscribers in each test, but will move just twice on election night.
