SALMON CULVERTS

SEATTLE - Washington is under a federal court order to fix under-roadway pipes that block migrating salmon by 2030, but a budget passed by lawmakers scrimps on money for the work, putting the state at risk of failing to meet the deadline. The Legislature’s transportation budget, approved last weekend, devotes $100 million to fixing culverts _ large pipes that allow streams to flow under roadways, but which can prevent salmon from reaching their spawning grounds.
