Lackawanna County Salary Board Approves Pay Adjustments In Various Departments

SCRANTON — The Lackawanna County Salary Board approved pay adjustments in several departments this week, including raises in the district attorney’s office.

The DA’s office increases are:

n First assistant DA: $82,256 to $87,256.

n Deputy DA: $47,200 to $52,200.

n Deputy assistant DA: $54,547 to $57,047.

n Assistant DA, part time: $37,500 to $40,000.

n Assistant DA: $57,031 to $59,031.

n Deputy DA: $62,515 to $64,515.

n Chief of trials: $76,773 to $78,773.

n Fast track coordinator: $40,403 to $45,403.

n Administrative secretary: $34,671 to $39,671.

n Administrative secretary: $34,671 to $39,671.

n Assistant DA: $43,000 to $46,000.

The board — composed of Commissioners Patrick O’Malley, Laureen Cummings and Jerry Notarianni, county Controller Gary DiBileo and, in matters involving his office, District Attorney Mark Powell — voted 4-1 to approve the pay hikes after Powell explained that the money to fund them exists in his office’s 2018 operating budget.

“I’m not asking for an increase in funds, just the ability to apportion funds as outlined in the meeting agenda,” Powell said.

Cummings voted no, arguing unspent money in the DA’s office’s budget should be returned to the county. Reached Friday, Cummings argued that department heads should have included any raises they seek in their 2019 budget proposals, as opposed to pushing for them at the salary board meeting.

Salary board rules allow department heads to vote on matters involving their departments. In other business, the board voted:

n 4-1 to eliminate the position of major at the Lackawanna County Prison at a salary of $69,755 and to create a position of administrative officer at a salary of $48,000. Cummings voted no.

n 4-0 to eliminate the position of warrant clerk in the county Domestic Relations Department at a salary of $29,610 and to create the position of domestic relations officer at a salary of $36,000. Cummings did not vote.

n 4-1 to increase the salary of secretary for Judge Margaret Bisignani Moyle from $41,587 to $43,587. Cummings voted no.

n Unanimously to increase the salary of law clerk for Judge Michael Barrasse from $35,750 to $40,178, and to reduce the salary of tipstaff for Barrasse from $40,178 to $35,750.

n 3-2 to increase the salary of parks supervisor from $40,450 to $42,500. Notarianni and Cummings voted no.
