BILLINGS, Mont. — The Trump administration moved forward Thursday with plans to ease restrictions on oil and natural gas drilling, mining and other activities that were put in place to protect an imperiled bird species across millions of acres in the American West. Land management documents released by the U.S. Interior Department show the administration intends to open more public lands to leasing and allow waivers for drilling to encroach into the habitat of greater sage grouse. _ REGENTS-TUITION _ Students from six surrounding states will soon pay the same tuition rate as South Dakota residents at the state’s public universities.

_ FATAL PEDESTRIAN ACCIDENT _ A criminal charge has been dropped against a man who was accused of failing to yield when his pickup struck a 4-year-old boy at an intersection in Cheyenne.



LARAMIE _ Wyoming rattled a young South Carolina team with a stingy defense for a much-needed win on its home court.
