Senior housing complex planned near Mission San Juan

Louisiana company Mears Development plans to build a senior housing complex near the Mission San Juan World Heritage site with the help of $11.4 million in federal housing tax credits.

The complex, known as San Juan Mission Villas, will feature 102 living units, most of them with rents affordable to low-income tenants, said Jeremy Mears, president of Mears Development.

The city’s Zoning Commission will consider whether to rezone land to make way for the project on August 21, and it will also go before the Historic and Design Review Commission because of its proximity to the mission.

Mears expects to start construction in four or five months on the complex, which is expected to cost $14.3 million to build.

The complex will be on about four acres of land at 9159 South Presa Street, about 0.9 miles east of Mission San Juan. That also puts it less than a mile south of Brooks, a former air force base that is being redeveloped into a mixed-use community with multiple apartment complexes and employers like Japanese manufacturer Nissei Plastic Industrial Co.

South Side residents have opposed some construction projects announced near the missions, including an apartment complex that local company 210 Development wanted to build near Mission Concepción. But Mears doesn’t anticipate much blowback.

“We’re almost a mile away from the mission, and being senior housing as well, I just don’t see us having any opposition,” he said.

Because the project has received federal tax credits, 40 of its apartment units will have rents restricted to levels affordable to those making 60 percent of the local median income, 34 units to those making 50 percent, and nine units to those making 30 percent, Mears said. Nineteen units will be market-rate.

The median income for Bexar County is $66,800 for a family of four, according to the U.S. Department of Housing and Urban Development.
