Jail inmate arrested for lewd act
KANKAKEE — A Cook County prisoner being housed at Jerome Combs Detention Center was charged with misdemeanor public indecency on Sept. 7.
According to a prosecutor, a corrections officer on her rounds found Ellezer Torres naked and masturbating in his cell. He refused to stop when ordered.
Cook County rents jail space through an agreement with Kankakee County.
The 25-year-old Torres is being held on a murder charge by Cook County for a December 2015 shooting in Melrose Park that left one man dead and another injured.
Torres, of Westchester, told Judge Clark Erickson on Monday he is charged in a federal case under the U.S. Racketeer Influenced and Corruption Act.
This is not the first time Torres has been charged with lewd behavior while housed here.
According to court documents filed March 28, Torres was charged with five counts of public indecency for similar incidents with female corrections officers.
Kankakee County Sheriff Chief Deputy Ken McCabe said two other incidents of indecent behavior by Torres have been documented.
Torres is scheduled to be back in court on Thursday for a possible plea agreement.
Attorneys need to research state law to see if Torres will have to register as a sex offender since he has multiple charges for public indecency.
The maximum sentence for misdemeanor public indecency is a year in county jail.
