Man Wins Council Seat By Choosing Right Kiss

AMITY, Ore. (AP) _ Joseph Shipley won a seat on the Amity City Council with a kiss.

Shipley, Roberta Lawson, and James Hampton each received four write-in votes in the November election for a council seat that no one campaigned for in this community of 1,000 about 45 miles southwest of Portland.

The three-way tie was broken with a kiss in accordance with a state law requiring the council member to be selected by lot.

Shipley, 23, drew the winning chocolate Kiss from a sack Monday night.

The drawing was delayed for a few minutes while Recorder Karin Johnson searched for the sack she’d brought with two green-wrapped candies and one red. It turned out that one of the council members had eaten the red one.

It all worked out, though. Hampton withdrew from the race, leaving two candies and two candidates. Johnson marked one candy with an X, and Shipley drew it.

Lawson also won. Later in the meeting, the council appointed her to fill another vacant council seat.
