North Augusta “toe-sucker” arrested for taking pictures of woman and young child

A registered sex offender out of North Augusta, who is known in Aiken County for having a strange foot fetish that gets him in trouble, was arrested again last week.

Joey William Leaphart, 50, of 100 block of Chalet North Court, is charged with disturbing or interfering with adults or children, according to jail records.

On May 2, North Augusta Public Safety officers responded to 400 block of E. Martintown Road around 1:30 p.m. in reference to reports of a man taking pictures of a woman and her young daughter.

Officers reported they located the suspect outside a nearby fast-food restaurant and identified him as Leaphart.

Leaphart told police he did not take any pictures of anyone and was just walking through the area, police said.

Investigators then spoke with the victim, she claimed Leaphart approached her and her daughter after they left a nearby mexican restaurant. She said he had his phone in his hand, but she ignored him and continued walking to her vehicle, the report states.

Leaphart allegedly started running after the victims through the parking lot, saying he just wanted to take pictures, the victim stated.

Officers arrested Leaphart and took him to the Aiken County detention center, where he is still being held Tuesday.

Leaphart was convicted in 2000 of committing a lewd act upon a child, an offense that required him to register as a sex offender, according to court records.

He pleaded guilty in 2000 to an incident in which he sucked and licked the toes of a juvenile, and was incarcerated from March 2004 to October 2009.

He’s been arrested multiple times since then for a variety of charges.
