East Lyme residents will have a final say at a referendum Wednesday, Feb. 20, as to whether their town should move forward with a proposed $5 million public safety facility. First Selectman Mark Nickerson and policing staff have described the present facilities on Main Street as having “deplorable” conditions, including constant flooding, water leaks, mildew and poor air quality.
