SEOUL, South Korea (AP) _ President Kim Dae-jung pledged today to punish the leaders of a May Day clash that injured dozens of police and protesters.

Friday's violence _ the first major street protest since Kim took office in February _ overshadowed his promise to bring peace to the nation's troubled industries to woo back badly needed foreign investment.

Police said they arrested 17 students, workers and dismissed public servants on charges of using violence during Friday's street fighting. Students hurled rocks and garbage at police and were hit with tear gas in return; about 40 students, workers and police were hurt.

The May Day labor rally brought 20,000 workers and student supporters from across South Korea to central Seoul to protest layoffs during the nation's economic downturn.
