Manchester company hires Puerto Rican workers after storm
MANCHESTER, Iowa (AP) — Growing up in Puerto Rico, Christian Arroyo dreamed of one day living in Alaska.
Living in the more tropical environment of his hometown, Ponce, one of the larger cities on the island, Arroyo envisioned basking in more frigid weather coupled with vast countryside.
Then, in September 2017, Hurricane Maria struck the island, devastating Ponce and leaving Arroyo and his family without electricity for months.
"It turned us upside down," he said. "Everything was different."
Indiana residents protest lead plant
MUNCIE, Ind. (AP) — The state Department of Environmental Management has renewed a central Indiana lead plant's operating permit for another five years after declining to hold a public hearing.
The department said a hearing wasn't needed because it had answered all of the comments it received during a public comment period.

MUNCIE, Ind. (AP) — Health officials are testing lead levels in the blood of children whose parents work at a central Indiana lead smelting plant amid concerns those workers are tracking lead home on their clothing, exposing their kids to the toxic metal that can harm youngsters' brains.
FORT SMITH, Ark. (AP) — A battery plant in Arkansas has locked out its employees following a deadlock in union contract negotiations with employee representatives of IBEW Local 7000.
The Southwest Times Record (http://bit.ly/2qft4oF ) reports the "lock out" of Exide Technologies Tuesday came after the union rejected working under the conditions of the company's final offer. The union's contract expired on Monday.
Cleanup draft released for lead near toxic LA-area plant
VERNON, Calif. (AP) — California regulators have released a draft plan to clean up toxic lead in the soil near a former Southern California battery recycling plant.
The Department of Toxic Substances says the plan released Wednesday is a crucial preliminary to cleaning up contaminated soil at about 2,500 homes, schools, parks and child care centers near the Exide Technologies plant.
