Woman arrested on child neglect charges

HUNTINGTON — A Huntington mother was charged with child neglect over the weekend after she was allegedly caught attempting to use heroin while she, and her baby, were in a vehicle.

Shannon Brooke Carter, 26, was jailed at 8:40 p.m. Sunday. Authorities in Cabell County charged her with child neglect resulting in injury. Bond was $151,000.

According to a criminal complaint filed in Cabell County Magistrate Court, a Huntington Police officer saw Carter, her 15-month-old son and another man, in an idling vehicle in a grocery store parking lot in the 2600 block of 5th Avenue in Huntington.

The officer said as he approached the vehicle, he saw an orange syringe cap on the man’s lap next to a white rubber tourniquet.

The man, who arrived in his own vehicle, said the two had planned to use heroin together.

Carter allegedly told police she had relapsed on heroin about four days prior and had coordinated the purchase of the drug from the man prior to the officer’s arrival.

Carter is currently housed at Western Regional Jail in Barboursville.
