Chile was banned indefinitely from international soccer com

ZURICH, Switzerland (AP) _ Chile was banned indefinitely from international soccer competition today for not paying $46,000 to a Mexican club for a player.

FIFA, the International Federation of Association Football, said the matter could be cleared up if the payment is made, but if it is not, Chile would be prohibited from playing games at the international level, including qualifying for the 1990 World Cup.

″The only way they can get out of this is by clearing up the matter,″ said Guido Tognoni, a FIFA spokesman.

Chile’s first World Cup qualifying match is scheduled for Aug. 6 at Venezuela. Brazil is the third nation in its group.

The case involves Ivo Basay, a 21-year-old forward and Chilean national team player. Bassey was with the Everton club in Chile, which let him sign a tentative contract to play with the Atlas club of Guadalajara, Mexico in July 1987, in exchange for cash.

But Everton then was able to get more money for him from Reims of France, and transfered Basay there before he played for Atlas. The Mexican club demanded $46,000 as compensation.

The Mexican Football Association appealed to FIFA and its demand was upheld.

″FIFA supported this claim,″ soccer’s world governing body said in a statement. ″In view of the fact that the Chilean Association ignored the Mexican Association’s demand in spite of several reminders by FIFA, FIFA resorted to the penalty of suspension.″

Basay played for Chile’s oldest team, Magallanes of Santiago, before joining Everton and was a top scorer in the 1987 South American Cup, where Chile finished second to Uruguay.

FIFA on June 30 expelled Mexico from international competition for two years after Mexico’s junior squad used four over-age players in qualifying for the 1988 World Youth Championships.

Chile did not qualify for the 1986 World Cup but did in 1982. Its best-ever World Cup was in 1962, when it hosted the tournament and finished third.
