CHEYENNE, Wyo. _ A nonprofit group suing for access to Wyoming state spending records says newly elected officials must provide certain remaining documents within the next 30 days. Adam Andrzejewski with openthebooks.com said Friday he will name Wyoming’s new state auditor, Kristi Racines, in the lawsuit if he doesn’t get the records by then. By Mead Gruver. SENT: 130 words. _ COLLEGE DEGREES _ University of Wyoming President Laurie Nichols is opposing proposed legislation that would authorize community colleges in the state to offer bachelor’s degrees.

_ ANIMAL CRUELTY _ The Wyoming Senate has killed a bill that would have increased the fines for those convicted of animal cruelty. The Casper Star-Tribune reports that the proposal was defeated Tuesday on a 21-7 vote.
