SPRING FLOODING-SANDBAG CENTRAL
FARGO, N.D. _ North Dakota’s largest city has made plenty of changes to reduce its vulnerability to spring flooding, but with the Red River expected to reach major flooding stage next month, city officials are about to reactivate Sandbag Central _ a systematic operation that cranked out 6 million bags a decade ago to meet one of the worst flood threats ever.
