Panel approves plans for Starbucks in Hartsville

HARTSVILLE, S.C. – Starbucks is coming to Hartsville.

The Hartsville Planning Commission on Monday approved a site plan to subdivide the Big Lots property at 139 Westfield St. and create an outparcel on the northeast corner of the existing parking lot on the corner of South Fourth Street and Westfield as the site for a new Starbucks coffee shop and restaurant.

The Shops at Hartsville LLC, a privately held company in Hartsville that owns the Big Lots property, plans to build the new coffee shop and restaurant. The Shops at Hartsville will own the property and Starbucks will be the tenant, said Brenda Kelley, business development manager for the city of Hartsville.

The site will accommodate a building, ample parking space, a drive-through and an outdoor dining area. As planned, the site meets all city development standards, according to Kelley. The building will front Westfield with parking in front.

The plan will leave enough parking spaces for Big Lots to continue to meet all required standards for the Big Lots parcel as well, Kelley said.

Access to the Starbucks site will be through existing access points on Westfield and South Fourth streets, Kelley said.

Will Sherrod, real estate broker for the property with Lee & Associates, a real estate services firm, said the design of the coffee shop and restaurant will be the standard design for most Starbucks shops.

The commission’s vote means work to finalize project details can go forward with final approval left to city staff, Kelley said.

It was not clear when construction is expected to start. Sherrod said that once all of the remaining details are finalized and construction begins it should take about six months to complete.
