KHARTOUM, Sudan (AP) _ The military ruler of this East African nation, Lt. Gen. Omar Hassan el- Bashir, fired four ministers in a Cabinet reshuffle Sunday, according to government-run television.

It said he created two new ministries, social welfare and higher education and scientific research. It also reported he brought in seven new faces and changed portfolios for two present ministers.

No reason for the changes was given.

Ministers dismissed were Mohamed Khogali Salhiheen, culture and information; Mohamed Ahmed Omer, industry; Peter Orat, relief; and Ali Ahmed Abdul-Rahim, transport and communications.
