Dog Fanciers Growling Over Pet Ordinance

UNION CITY, Calif. (AP) _ Council members who fear the city is going to the dogs have tentatively approved an ordinance allowing only two canines per household.
City Manager Karen Smith said the law was prompted by ''numerous complaints'' in the city of 48,000, about 35 miles from San Francisco.
''They said there were too many dogs, too much barking and odor,'' Smith said. There would be no limit on cats.
The council approved the ordinance Monday, and will put it to a second vote Dec. 16. If approved, it will take effect Jan. 16.
Police Chief Michael Manick said the ordinance would be enforced ''on a complaint basis only.''
